Born and raised in Boone

Attended Hardin Park Elementary and Watauga High School

Graduated from UNC-Chapel Hill with a Bachelors Degree combining Business and Urban Planning

Interned for a City Planning Firm in Trier, Germany in 1993 (I didn't need a car my entire year there!)

Started Cap Property Management in 1995

Served on the Boone Planning Commission since 2000

Member of the Steering Committee for the Boone Appearance Commission

Participated in Updating the Boone Comprehensive Plan from 2004-2006

Involved with the initiations of Smart Growth Principles for Boone

 

Grandfather: Gordon Winkler (Deceased)
Served as Mayor of Boone for 24 Years (1943-1961) (1969-1975)
Served in the NC Senate (1961-1962)
Served in the NC House of Representatives (1941-1943)
Helped organize the Appalachian Historic Society

Grandmother:  Iva Dean Winkler
Delegate for President Jimmy Carter during the 1980 Democratic National Convention

Father:  Randolph "Ranny" Phillips 
Participated in the Founding of the Watauga County Parks and Recreation
Appointed to the NC Department of Transportation Commission under Gov. Jim Hunt (1976-1984)
ASU Board of Trustees Member (1982-1987)

Mother:  Anna Boyce Phillips
Helped initiate the Alcohol/Drug Council of Watauga County 
Member of Boone's Colonial Garden Club during the 1970's
